Education had more to "gain"; the other activities had more to "lose".
It was easier to track changes in faculty size and composition relative to their original and unique mission of the medical school.
It was easier to access data over time relating to statefunding to the College of Medicine.
It apparently was more difficult to measure effort and quality in research and clinical care than in education.
